Project Manager/Business Analyst

St. Paul, MN

NorthShore Resources has a Minnesota based client looking for an experienced Project Manager on a contract basis to work on ensuring that business requirements are understood and documented for the technical implementations, and work with the business to ensure they are ready for the work needed. The hired candidate would be expected to work closely with the program leadership team to ensure projects are aligned with program goals and strategies.

At a high level, the resource will be expected to provide leadership for projects which may include:

  • Defining and documentation of standard project processes that can be followed for a variety of inter-related projects
  • Team coordination and project facilitation
  • Eliciting and documenting project requirements and business rules including data element details, business processes, change impacts, and reporting needs
  • Control of project scope, schedule and cost
  • Work with program leadership to understand program objectives and strategies
  • Identification and coordination of risk management and mitigation strategies
  • Documentation of project scope, schedule, and milestones
Responsibilities Include:
  • Provide leadership and coordination of multiple projects in a program
  • Work with business area SMEs to understand and document project goals, objectives, benefits, and requirements
  • Elicit and document project requirements and business rules
  • Create clear and attainable project/program objectives
  • Create clear and attainable project/program requirements
  • Manage project constraints of cost, time and scope
  • Work with program leadership team to manage project timelines, outcomes, and change management
  • Plan, execute, and control the project schedule
  • Manage project risks and Issues
  • Form relationships with team members and stakeholders
  • Provide status reports on project progress
  • Provide knowledge transfer to State staff as necessary
  • Perform other related duties as assigned

Minimum Qualifications

  • Five (5) years’ experience in Project Management or Business Analyst role
A Master’s degree substitutes for three years of experience, or a Bachelor’s degree substitutes for two years, or an Associate’s degree substitutes for one year.
  • Two (2) engagements lasting more than six (6) months in Project Manager role

Desired Skills

  • Experience eliciting business requirements
  • Demonstrable leadership ability including team motivation toward successful outcomes
  • Ability to communicate project plans, expectations, updates, progress, issues, and successes in a timely and clear fashion
  • Ability to manage changes in project scope, identify potential crises or issues, and devise contingency plans, as appropriate
  • Ability to direct and manage project development from beginning to end
  • Demonstrable ability to document business requirements, processes, and rules
  • Ability to define project scope, goals, and deliverables in collaboration with project sponsors and stakeholders
  • Ability to estimate project resource requirements and skillsets needed to achieve goals
  • Ability to identify and manage project dependencies and critical path
  • Ability to establish project timelines and milestones using appropriate tools and tracking such milestones and deliverables
  • 1-2 years’ experience with State government work
  • 1-2 years’ experience with data collection and/or data analytics work including data or technology modernization work
  • The ability to form key relationships quickly
  • The ability to deliver difficult messages about project gaps in a manner that includes strategies and ideas for resolving those gaps
  • The ability to elicit requirements and lead the business SMEs to identify their core need
  • The ability to effectively deliver early in the engagement
  • The ability to identify the work that is needed and help the team to prioritize the work
